After being taken to a police station, a further search discovered a large quantity of what is thought to be a class A drug on the passenger.
A man and a woman, both aged in their 40s, were arrested on suspicion of possession with intent to supply a class A drug. They are in police custody.
Chief Inspector Jon Aldred of the city command team, said: “Quite simply the use of illegal drugs will not be tolerated, as demonstrated by these two arrests.
“Drugs often cause violent offences and are linked to other crime types that impact on our communities.
“We’re working to proactively target those involved in high-harm offences and I would urge the public to remain vigilant and report any concerns.
“If you spot anything suspicious, please report it to us as soon as possible either on 101 or in an emergency, 999.”
