Plans to build a 140-home estate in York looks set to be given the green light.
Miller Homes wants to build the houses in Copmanthorpe. And City of York Council planning officers are recommending the scheme goes ahead.
Councillors will decide at a meeting next Thursday.
The site is an 18 acre field of approximately near the north eastern boundary of Copmanthorpe.
“The site is roughly triangular in shape with the village to the south west, Tadcaster Road/ A64 dual carriageway to the north and East Coast main line to the east of the site,” a report to the planning committee states.
The scheme would build
- 8 one-bed homes (8 affordable)
- 41 two-bed homes (14 affordable)
- 51 three-bed homes (14 affordable)
- 33 four-bed or more homes (6 affordable)
That means 30% of the houses would be affordable.
The parish council objects to the scheme, partly due to “inadequate access” – “the delta of the access is misleadingly placed in the middle of Tadcaster Road, raising significant concerns about traffic flow and safety”.
Four people have written to object to the plans. Reasons given include the high amount of traffic, removing green space, and queries relating to the location of Copmanthorpe railway station.
Three have written in support, with reasons including the need for more affordable housing.
“The site is considered to be located in a sustainable location. There are two bus stops within walking distance on Tadcaster Road, providing frequent services to Leeds and York,” the council report states.
“With regards to car parking, dwellings are either provided with a driveway or garage for parking. Where detached or integral garages are utilised, off-street parking is still available (in the event the garages are used for purposes other than storing a car).”
Recommending the plans for approval, the report states: “The proposed layout, appearance, scale, access and landscaping of the development for 140no. dwellings and open space at land off Tadcaster Road is considered acceptable and adheres to the parameters plans approved at outline planning stage.
“The development provides a range of house types and tenures, including bungalows, in accordance with local need.”
