They have been released on bail.
The police operation was part of the Clear, Hold, Build project in Clifton.
Inspector Lee Pointon of the York Neighbourhood Policing Team said: “I’d like to thank the member of the public that has provided our PCSOs with information.
“This has enabled us to build a robust intelligence picture which has led us to swiftly arresting four individuals in connection with drugs supply.
“I hope that this shows how vital it is that people tell us about their concerns so we can continue to take a proactive approach to targeting drug dealing in Clifton.
“By working together with key partners such as the Safer York Partnership at the City of York Council our aim is to make it difficult for crime groups to operate and ensure that they don’t have the opportunity to disrupt the lives of local people.”
