Plans are in to create 15 flats over a shop in York.
Leeds based developer Amberstone Developments has submitted a proposal for Ousegate House on Nessgate.
That’s above gift and homeware shop Søstrene Grene.
The basement and ground floor will remain as retail space.
Flats would be created over the first to third floor, with some on two levels. “All habitable rooms are provided with natural light,” the application states.
They would be accessed by the existing entrances, and cycle parking would be provided.
“There should be little or no transport or highways risks as the works are all internal,” the application adds. “During Construction deliveries will be outside of peak times.”
A noise risk assessment included with the planning documents concludes that “this site is subject to noise that generates a high risk of an adverse effect”.

It continues: “A high risk suggests that there is an increased risk that the development may be refused on noise ground. As such, consideration should be given to how noise affects the site and any future developments.
“The development should take account of that noise risk in the form of a detailed Acoustic Development Statement which reflects good acoustic design principles in the layout of dwellings and the use of space, confirming that adverse impacts will be mitigated and minimised.”
