It was shut between Westminster Road and Salisbury Terrace, North Yorkshire Police said at 6.48am.
Motorists and pedestrians were advised to avoid the area and find alternative routes.
But at 7.34am a force spokesperson said: “The incident police were dealing with earlier this morning has now been brought to a safe conclusion and the bridge has now reopened.
“Thank you for your patience and understanding.”
