City of York Council has moved all meetings back to an online-only format amid concerns about the spread of the Omicron variant.
It means the final full council meeting of the year, on Thursday, will not be held at York Racecourse as planned.
The vast majority of recent council meetings have taken place in person, while also being streamed online.
But the council said moving meetings online-only would ensure they remain “inclusive”, encouraging “greater participation”.
The UK Covid-19 alert level has moved to Level 4, meaning transmission is high and direct Covid pressure on healthcare services is widespread and substantial.
Previously, the Government temporarily introduced new national legislation to allow for decisions to be taken at virtual meetings.

In May, that legislation was not extended and elapsed, meaning that councillors had to ratify decisions via in-person meetings.
But the authority said its constitution allowed its chief operating officer to make any decision, including a key decision, in a situation “where the matter is urgent.”
In upcoming meetings, decisions will be made by councillors via virtual meetings, and then formally ratified by the chief operating officer using the delegation outlined in the council’s constitution.
Members of the public who have already registered to speak will be contacted directly.
The council will review the position after Christmas as it continues to monitor the Covid-19 situation and government advice.
