A new residents’ parking zone is set to be rolled out – and paid for by the University of York.
Residents living in Badger Hill and streets near the university have complained that staff and students are parking on their roads – leaving them with no space to park their own cars.
After several years of negotiation the university has agreed to pay for a new residents’ parking zone to be installed, the issuing of permits and fund an enforcement hotline.
The scheme is set to be approved by Cllr Andy D’Agorne, executive member for transport, at a meeting on Tuesday. Residents would then be consulted on the plans.
Hull Road councillor Michael Pavlovic welcomed the proposals, saying: “Serious parking problems have existed since 2013 in residential areas like Badger Hill and Windmill Lane since the Heslington East campus was developed.
“Since being elected in 2017 this issue has literally taken up hundreds of hours of my time and is the single biggest problem I’ve had to deal with in Hull Road ward, so I’m delighted and relieved to see a solution on the horizon.
“I have to give immense thanks to [university] vice chancellor Prof Charlie Jeffery who, since coming into post only last September, quickly acknowledged the university’s impact on its neighbouring communities and committed do the right thing and fund the four year ResPark scheme.”

The streets which would get a ResPark zone paid for by the university are: Arnside Place, Barstow Avenue, Blakeney Place, Devon Place, Garrow Hill, Garrow Hill Avenue, Green Dykes Lane, Heslington Road, Kexby Avenue, Newland Park Close, Newland Park Drive, Thief Lane, University Road, Cycle Street, Lamel Street, Norman Street, Siward Street, Beaufort Close, Quant Mews, Sails Drive, Windmill Lane, Bishops Way, Brentwood Crescent, Crossways, Deramore Drive, Deramore Drive West, Eastfield Court, Eastfield Crescent, Field Lane, Fernway, Kimberlow Woods Hill, Sussex Close, Sussex Road, Vanburgh Drive, Yarborough Way.
Parking surveys show the number of cars parked on residential streets has increased since the Heslington East campus opened. A report says the university will pay for the scheme up to a cost of £42,100, until the end of September 2024.
