York café bar could make ‘Walmgate the new Micklegate’ insists neighbour

Plans are in for a new café bar in York.

The person behind the as-yet unnamed bar, hoping to open at 46 Walmgate, says it will be a small, ground floor venue.

Joseph Moore’s application for an alcohol licence will be considered by City of York Council next week.

He says in his licensing application: “The premises is small and cannot accommodate large groups.

“All patrons will be seated either at bar or tables. Drink and food will be table service only.”

According to the application there will be a minimum of 20 seats for customers.

Originally North Yorkshire Police and City of York Council had objected to the granting of an alcohol licence for the venue, which was formerly the Fab Hair salon.

But they have both withdrawn their objections after they “have mediated with the applicant who has agreed to amend their operating schedule”.

Opening hours will be from 10am to 1am on Fridays and Saturdays, and 10am to midnight the rest of the week.

Last orders for food will be at 10pm, and all doors and windows will close at 11pm.

One objection has been lodged against the licence application.

Residents living at nearby Dixons Yard say that the bar is opening in a residential area “with recent apartment dwellings and townhouse conversions being completed and this has created a new-found sense of community”.

They say: “We are a mixed community of both young people and elderly people, where we should expect to be able to live quietly and safely.

“The area already has numerous licensed premises on Fossgate and we have witnessed multiple incidents involving antisocial behaviour – vomiting, urinating in public etc – which are a direct result of people drinking too much.”

They say the area is ‘already saturated’ with bars.

“Our great fear is that Fossgate and Walmgate will become as Micklegate; somewhere known far and wide for pub/bar crawls, and a no-go area after 5pm for families and older people,” the objection says.

Councillors will consider the application at a licensing hearing hearing on Tuesday (8 August).
